Guatemala, El Salvador, and Honduras are too small to provide a good living for most of their people. Venezuela should be included because it would stabilize its government and provide wealth to federation. Currently problems in these nations causes many to flee to the US and other nations. If they form a federation based on a model of the US Constitution with the traditions practiced in the US that make it work included in the text. These nations could then build a good economy to support their people.
