Many people are left without affordable health insurance under the current system. This plan would maintain the private and public health insurance systems, keep the insurance exchanges, and would make it more affordable by using money from tariffs. COBRA health insurance extensions would be paid for by this money. Stopping the health insurance gaps caused by layoffs, or people changing jobs, who cannot afford to pay the COBRA health insurance premiums.
Private Health insurance rates will be kept low by having government insurance temporarily takeover coverage, for those who are very sick, and would raise the rates for everyone else by being in regular insurance pool. Some of the money from the balance of trade tariffs would go to help train more physicians. It addition to broaden support some tariff money would go to the highway trust fund and to high-speed rail.
