Social Security used to have a real trust fund invested in stocks, bonds and CDs. However, Pres Johnson(D) basically ended it by requiring that Social Security taxes only be invested in low interest government bonds, so he could use the funds to pay for the Vietnam War and use the bonds as IOUs. Now that most of the baby boomers are retired the bonds must be paid back that, plus overspending is the reason the debt limit is always being raised. A real trust fund would also help protect the banking system thru its certificates of deposits. Since any law to recreate and protect the trust fund can eastly repealed only a constitutional amendment can protect it.
This is a constitutional amendment to protect the Social Security trust fund and Medicare trust fund which currently and for the last 70 years are having low returns on investments. This will create an Autonomous Board of Trustees and require some funds be invested in things other than US government debt ! Candidates often say their opponent will do something to hurt Social Security someday it might be true; this will give it constitutional protection.
