The existing War Powers act passed after the Vietnam War is PUBLIC LAW 93-148 it lacks a penalty cause for violating it. This has resulted in many of “police action” wars without Congressional approval and thousands of US casualties, since only the DOJ could enforce the War Powers Act. This amendment to the War Powers Act allows a civil action to enforce it. While making clear we can help allies defend themselves.
