The admission of Puerto Rico as a state is being delayed because it’s two senators would change the balance of the United States Senate. By linking the admission of Puerto Rico with the creation and admission of New Amsterdam. The balance of the Senate would be maintained and people, in the remaining part of NY, and the TWO new states, would benefit! New Amsterdam would be created by partitioning New York State. The Joint resolution law section 6 admitting the states' requires that the existing shapes of the NY congressional districts be maintained, except for minor changes where a district may cross the newly created New York & New Amsterdam state line.
